Aber der W32TIME (Windows-Zeitgeber) steht auf automatisch und läuft auch ? Und in den Dienstparametern in der Registry steht "LocalNtp" auf 1 ?

stimmt, der windows zeitgeber war auf dem server deaktiviert.

 

Hab ihn gestartet auf automatisch gestellt und den Befehl aus der Batch rausgenommen

Ja, zum Beispiel, kannst ja mal geringfügig auf dem Client die Zeit ändern (3 Minuten) und dann mit

NET STOP W32TIME && NET START W32TIME

den Zeitdienst neu starten und sehen, was passiert ...
