Events 1030 and 1058, please help!

I have running a Windows 2003 Enterprise Server with Windows XP and 2000 clients in an test environment. On my server the following services are running:
DNS, DHCP, ADS, Exchange 2003, IIS, Fileserver, Printserver.
Now every 5 minutes this two error messages were logged in the event logs.
ID: 1030 Source: userenv from NT-AUTHORITY:
Windows cannot query for the list of Group Policy objects. Check the event log for possible messages previously logged by the policy engine that describes the reason for this.
ID: 1058 Source:userenv from NT-AUTHORITY:
Windows cannot access the file gpt.ini for GPO CN={31B2F340-016D-11D2-945F-00C04FB984F9},CN=Policies,CN=System,DC=hoehener,DC=intra. The file must be present at the location <\\hoehener.intra\sysvol\hoehener.intra\Policies\{31B2F340-016D-11D2-945F-00C04FB984F9}\gpt.ini>. (Configuration information could not be read from the domain controller, either because the machine is unavailable, or access has been denied. ). Group Policy processing aborted.
In the userenv.log, located in C:\Windows\Debug\Usermode\userenv.log I found the following error messages: (File is attached)
KB830676 and many others didn't help, and with the normal file explorer I can access the \\servername\sysvol\ without problems....
what can I do? Has somebody any idea, what I can try to fix this problem?
